Daniel Tiger's Grr-ific Feelings ($3) from PBS Kids has a variety of fun activities to keep kids busy, while teaching them lessons in the process. Children can draw, play mini-games, take photos based on feelings, and sing along to songs from the show. It's a lot of content, and younger kids will enjoy it, even if they're not yet fans of the show.
Originator's Endless Numbers (free) is another winner in the developer's "Endless" series, teaching children numbers through interactions with friendly monsters, but to access all the content, it'll cost $12 - quite a price tag. Toca Pet Doctor ($1) was one of a few great children's apps from Toca Boca this year. A number of animals with various ailments are waiting to be healed through problem-solving play; it's best for younger kids.
