Why a petition? Apple is NOT the delay. Laws and European music companies are the delay.
Apple has already expressed the intention to bring iTunes Music Store to other countries, and are actively working on doing so. A petition to convince them to do what they have already long since decided seems like a wasted effort!
Now, if there are OTHER companies/agencies dragging their feet in Europe, they might be worth a petition.
